The outreach was prompted by a recent ruling by the Russian government requiring companies to store data about Russian citizen on Russian soil. The government's goal is to gain greater access to domestic security services and online data, as well as lessen the potential for foreign states, such as the U.S., to gain the same access to the data, according to one report.

    About 45% of U.S. small business owners said traffic from search engines was important as a source of new business opportunities in August 2015, down 5% from the same month in 2014, according to the Small Business Authority. Earlier this year, Capital One Spark Business polled U.S. small-business owners about the marketing tactics generating the most return on investment. Only 13% chose search engine optimization (SEO), although 18% chose online advertising -- which could include paid search. eMarketer compiled the data, which suggests that small business owners are divided on the importance of search.
