Lawmakers in the state of Missouri are considering a bill that would allow state residents to vote on whether or not the government should legally be allowed to read the emails or spy on the phone conversations of residents. The Privacy Amendment would be added to the Missouri Constitution ballot in August. If this goes through, Missouri would become the first state in the country to vote on email protection.

British newspaper The Guardian is introducing an email alert dedicated to the popular comic strip First Dog on the Moon. The email is called "First Email on the Moon." More than half of emails will be opened on a mobile phone by 2015, says LiveIntent in a new study. According to the report, 25 percent of even mobile Internet hour is spent using in email. The research also revealed that over the last three years, unique impressions on mobile devices grew from 24 percent to 45 percent.

Bright House email users are experiencing outages as part of a major issue affecting Time Warner customers across the United States with the Road Runner email system. The outage began on Wednesday, and Time Warner reported on Thursday that it was working on the issue. Not all users are effected.

DMV employees in California have launched an email campaign aimed at cutting their union fees. The email went out to to members of the Local 1000 union encouraging them to file as "non-germane objectors" who don't contribute to the union's political activities. According to the union's 2013 financial statement, they spend about a third of their income on political efforts.

Forty-eight percent of emails were opened on mobile devices during Q3 & Q4 last year, according to a new report from digital marketing firm Knotice. For the report, the company measured the mobile activity of email marketing campaigns during 2013 based on a sampling of 500 million emails sent across 11 industry segments. Mobile opens rose during the year. In Q1 & Q2 2013, mobile email opens only reached 48 percent.

The city of Toronto is planning to migrate to a new email system. The city has been using Novell Inc.'s GroupWise email system since 1998, but may move to Microsoft. Next week, the government will vote to approve a sole-source contract with Microsoft.

Email database management firm FreshAddress has processed its four-billionth email address. The Massachusetts-based company, which helps companies clean up their email lists, reported the milestone today. The company counts more than 1,000 clients including: Bloomingdale's, AAA, Lands' End and Kia.
